Will we be able to transmute a Premium to its static version to gain some Powder?

E.g.: Player wants Premium <Leader/Legendary>, and is only <amount> away from affording it. Player can transmute <bronze/silver> card(s) they do not use to get the powder needed to transmute the <Leader/Legendary> they do want.
